Even if you use VRC Animator Tracking Control to completely override locomotion animations, I noticed that jumping will partially break it and restore some of your tracking. This is because the jumping animation states in the default Base Layer controller are using VRC Animator Tracking Control. As Tupper pointed in AV3 Walkthrough - Part 3, using VRC Animator Tracking Control in multiple layers leads to unpredictable results, but it's basically required to actually do anything on the Actions Layer. Removing the behavior from the jumping animation states fixes the issue and doesn't seem to cause any problems as far as I was able to test.
