Scaling the target bone of a Contact Receiver breaks its positional tracking.
Whaddageek
To reproduce;
Make a non-humanoid bone on your avatar (ie; Not one that's Rigged. A hair, or something). Put a Contact Receiver in an empty transform. It can be a child of the bone, or elsewhere, but must target the bone as its root transform.
Change the scaling of it in-game, along with the scaling of your avatar. The position will now be offset.

I can confirm that this happens. The contact receiver on the glasses of my avatar breaks and goes to the start of the head bone while the meshes of the glasses stand in the right position.
Tried putting the scale to 1, resetting the scale, putting an empty between the bone and the glasses, tried to use a bone between head bone and glasses, nothing works.
In my avatar's hand and chest bones it works properly. I can't find a fix for it.
