Shoulder bones may be tracked even during animation in the Action layer

I want to have a specific movement for just the avatar's arms from ExMenu.
I have set up animation for just the arms in the Action Layer, and set Left Hand/Right Hand to Animation using Tracking Control.
Despite this, the Shoulder bone sometimes follows the controller movement.
Specifically, when I place the controller between around my ear and behind the face, only the Shoulder bone follows it a little.
The other bones, UpperArms, LowerArms and Hands, are properly Animation-dominated.
Sometimes it works as expected, and whether it succeeds or not depends on the contents of the Animation Clip, I think.
I don't understand the difference between why it works in some cases and not in others.

The sample avatar has been modified, so build it, log in as VR, and check Pattern 1 and 2 in ExMenu.
Pattern 1 works as expected. The shoulders completely ignore the controller movement.
Pattern 2 is strange. When the controller is between the ear and behind the face, the shoulders are pulled and move.
The same issue occurs when I switch the Animation Clips of the two Patterns, so it shouldn’t be a problem with the Animator Controller.
