[1764] Older avatars have doppler effect when they shouldn't

I've noticed that some of my older avatars with sounds have a Doppler effect applied to them on the Steam Audio Open Beta, but they sound normal on the current release.
This only affects avatars that were uploaded about a year ago and beyond.
These sounds were never set to have the Doppler effect applied.
This affects a lot of my avatars; it would be a pain to go back and update every single one.

This should be fixed on the latest open-beta update. Please re-test, and if the issue persists include an avatar ID (can be private) and ideally a description of expected behaviour.
