It seems there isn’t a comprehensive list of areas supported by Persona’s service available online. This creates uncertainty for VRChat players from less mainstream regions, such as Brazil, Malaysia, Russia, Mainland China, Hong Kong, Taiwan, and others. A significant number of players could be affected if Persona’s service does not extend to these locations.
If Persona does not support these areas, players holding identification documents from these regions would be unable to complete Age Verification, restricting their access to age-restricted instances and content.

If it's of any help, I found a list of regions that support Persona's age verification via LinkedIn which uses Persona as well. I'd assume it's similar or the same as VRChat's:
As you mentioned, many regions are unfortunately not supported. This is a pretty big issue and I hope Persona or VRChat can work on this.

CyberSyo are u serious? thats crazy I thought all regions are supported, it takes persona like 10 years to add new ones. So some regions will never be supported
