Currently, Japanese tooltip texts are only have two rows to draw, while it can render three lines in English. This is because Japanese characters are a little bit taller than English ones. This issue caused shortened lines everywhere. Please set the tooltips' rectangle height slightly bigger for Japanese text.

現状、ツールチップの言語に日本語を選択すると、説明文が2行しか表示されないため、至る所で文章の省略が発生しています。英語表示の場合は3行の説明文が表示できるため、これは日本語と英語の文字の高さの違いによって発生した、意図しない挙動だと考えられます。日本語を3行表示できるように、表示領域の大きさをもう少し大きくしてくれませんか?
