When I preload a wold and drop a portal. It waits to load in the portal locally until the preload is done. For everyone else the portal loads immediately.

I would expect that the portal would load at the same time as the preload is going on, so I can enter it and continue the download in the loading screen. Instead of waiting while everybody else can enter it.

To reproduce I just click preload on a larger world so that I have time. Drop a portal. And then wait for the preload to be done to see the portal.
