3P Locomotion drops lots of frames on some places

Three days ago an update was pushed which resulted in massive frame rate drops when holoporting. Several people posted about this at the time, and it was marked as complete in this thread:
The only problem is, it hasn't actually been fixed! It's still just as bad as it was before, as of like six hours ago on my Oculus Rift on 2009.2.1p1, and other users in the same world with me reported the same issue.

Tupper - VRChat Head of Community: still same issue. as long as i am in a world that has many people or just is heavy . my locomotion 3p goes down horrobly in frames. before this issue , locomotion 3p worked ok even under crowded or heavy worlds.
