Why is this a thing? I can only assume it's unintentional.

Certain permissions (such as "Manage Group Calendar") are completely invisible on the permissions screen, unless you're the group owner.

Even if you have "Manage Group Roles", not only can you not manage this permission node, it's completely invisible!

It caused a great deal of confusion as it's not documented anywhere that this is the case - even on the wiki.
