Latency is tremendously higher following latest update, can't download worlds

I am no longer able to download any new worlds. My internet speed is 12Mbps down, 1Mbps up, and 40ms ping according to http://speedtest.net/. I do not appear to be having any issues with other games, and I have not had any issues with this game prior to the latest update.
The game is now unplayable for me. Is there any way to fix this?
