Mirrors reduce GPU usage and framerate abnormally

I just switched from a 3080 to a 9070 XT yesterday, getting around 60-70fps with a mirror on in a specific world originally on the 3080, so I expected to hopefully get 80 or even locked 90 on the new GPU.
Was looking forward to benchmarking the 9070 XT only to find turning a mirror on in ANY world instantly slams the framerate down to 45fps.
I noted that when this happens, gpu usage drops from 80-100% down to roughly 50%. Opening the steam overlay brings the usage and framerate back up, showing 90fps, then a few seconds after closing the overlay it immediately drops back down to 45fps and 50% usage.
Checked with a friend and it seems to be affecting them too.
tl;dr; Myself and a friend noted turning on ANY mirrors forces gpu usage down to 50% and slashes framerate down to 45 no matter the situation. Anyone else experiencing this? New bug?
Specs for nerds; AMD 7800X3D - Gigabyte 9070 XT Gaming OC 16GB - 64gb DDR5 RAM - Windows 10 IoT LTSC 21H2
Friend also experiencing the issue; Intel i9 14700k - RTX 3090 - 64gb DDR5 RAM - Windows 11

The GPU usage going DOWN when turning mirrors on seems like irregular behaviour, and it didn't used to do this. If anything you'd expect turning on a mirror to use MORE gpu power.
Not to mention minus a GPU UPGRADE my system is entirely the same so I would've expected similar if not better mirror performance, not worse.
