Networking.IsInstanceOwner True for all users

I just created a map with the following line of code that executes once a second:
Debug.Log( $"CNLOHR DEBUG {Networking.IsInstanceOwner}" );
And for all three people in the instance, it said CNLOHR DEBUG True.
I would expect it to only be true for me, the creator of the instance.

Just want to mention that this is still broken in build [1333].
Apparently VRCPlayerApi.isInstanceOwner doesn't suffer from this, so I'll have to get that from the local player instead.
