Wasn't sure why Youtube panels weren't working for me but it seems VRChat doesn't install VS C++ 2010 x86 redistributables for Youtubedl to run. I know most PCs probably do have it installed from other apps or games but coming from a PC with a fresh Win10 install featuring only Unity and VRChat, this issue stopped Youtube panels from working for me until I went into the VRC files and tried to run Youtubedl manually.
(It comes up with an error saying that MSVCP100.dll is missing)

I just can't get youtube videos to load at all, I think I have tried everything suggested in these forums. All I wanna do is sing Karaoke haha

VRChat's Steam version now has this enabled, and Steam will install the VC++ 2010 Redistributable automatically upon installation of VRChat.
This will be enabled on Oculus as well at a later date.

I can confirm on a clean install of Windows 10 version 1809 that video panels do not work.
I was able to fix this after downloading and installing vcredist_x86.exe from Microsoft's website and videos instantly starting working in VRChat.
But this should be checked and installed automatically when VRChat is installed.

Semi-related: I ran into someone today whose youtube-dl.exe wasn't working, and the problem seems to have been a Windows 10 update that changed MSVCP100.dll in some way and broke some stuff. I sent him my version from my windows 7 machine and the problem was fixed.
For him, running the vcredist installer just told him he already had a newer version installed.
