VRC_DataStorage always mute other users’ voice for about 6 seconds

If there is at least one VRC_Storage component in the world, no other users’ voice will be heard for about 6 seconds after entering the world, and VRC_Trigger components will not work.
This issue has not occured, at least in Unity 2017.4.

You can work around this issue by deactivating the GameObject that contains VRC_DataStorage components, activating it about 2 seconds after entering the world.
However, Oculus Quest can only display VRC_Panorama, which is enabled by default, due to the following issue existing in VRC_Panorama.

This problem has been fixed in VRChat 2020.2.3.

In beta 936, the additional time needed to initialize (?) DataStorage is now part of the black screen transition: https://www.youtube.com/watch?v=_tLFdXM7D5o
I haven't tested to see whether other players see you spawn in during this time.
