If I keep visiting different worlds, I will not be able to create instances of worlds. When I enter this state, no matter which world I try to select, it will not be selected and I will not be able to enter a world (see image). If I restart VRChat in this state, it will not move forward from the first loading screen and I will not be able to play VRChat (see image). After a few hours have passed since my intention to play, I can log in again.

As you continue to visit various worlds, you will eventually not be able to create instances of the world. You will be able to log in after a few hours have passed since you can no longer play.
