[1514] Add the 'Move' and 'Delete' buttons from share pedestals to portals

The title's fairly self explanatory. I think having these features from the new share pedestals on portals would be fantastic.

The staff scramble to delete a portal dropped in the middle of an event would be hysterical, we can't always have them off in the world and without the ability to switch them off at runtime in the instance, this would be the next best thing.
