While this guideline now exists (great!), it is not changing much about the content being uploaded and no reports of deceptive/AI thumbnails, etc, appear to lead to any action.

Allowing it to be reported under its own category would encourage users to report violations they see and make following up the reports easier to manage, so it actually happens in the first place.
