Consolodate Avatar Debug Menu to the new Debug Menu

I would like to see the existing Avatar Menu to be migrated over to the Debug Menu. I believe the new framework would allow for better readability, easier debugging, and improved filtering of the display.
I believe this will solve:
- Consistent location for debugging (one panel vs two)
- Refresh the UI to not be a terminal experience
- Improve user readability
- Improve the VR and Desktop experience
- Improve Branding consistency by adopting new debug theming/design
I would like to see:
- Filtering/Searching of different data types depending on the context. (Int,Bool,Tracking/Not Tracking, ETC)
- Pinning of value so it can present on one panel all together. This would be the equivalent of a watch menu inside an IDE.
I've attached an example of what I roughly conceptualize for this type of menu.

As an user of the current (old) Avatar Debug menu, I often want to see both Parameters and Playable Layers states simultaneously. The draft concept in OP where these are separated into different tabs would be more difficult to use for me.
