Let players send letters to other users, even offline ones, and they would check these letters in their menu inbox.
It would be great if you could attach things to the letters, like handwritten drawings, screenshots, avatars, items or even maybe permits to allow other users to enter your own private worlds whenever they want? I imagine streamers would get a lot of fan mail.
This would be really handy if I were selling avatar commissions and advertised in-app, then any buyer could just send a letter to me and we could work it out. When I was done with the avatar I could just send it to them via a letter and have a cost-on-demand lock on it so they would have to pay it to get the avatar and I'll get my money.

I feel like a more primitive version of this should still be considered. People already communicate through invites, it's just that it's annoying and limited. A proper way to send an invite message without actually sending an invite would do wonders for communication.

I think this idea is so cool! And I think as an addition to your letter idea, the letter should have the choice of selecting between hand written or typed out, or both! That way people who are too scared to write physical can send typed out ones, or those who want to add some spunk to theirs can write it out.

100% this, I can't count the number of times I've seen a friend online while I'm outside VR, unable to ask them if anything fun is going on.

I think it would be great. Sometimes I wanna do my own thing on VRChat and not join others but I hate just ignoring requests because I feel bad. It would be nice to tell people reasons for if I suddenly leave, too.

Cost-on-demand locking is bogus. Then every fucking Avatar maker would demand a public avatar be paid for. COD - Cost-on-Delivery marking is probably a better system for that. Then again I could see almost all avatar worlds going down in favor of Cost-on-Delivery by most artists. Oh, you want a specific avatar? Well why don't you pay for it? Basically VRC would no longer be free, it would be freemium. Every user would be basically stuck with default avatars made by the most prominent contributors to VRC unless they either paid a small amount for a public avatar or a greater amount for a custom one.
