Option to disable particles/animation overrides

Some people have very performance killing custom emotes or particle effects that are known to crash some people.
Perhaps an option to disable those particles and/or animations and just leave the avatar at its cleanest state could fix this issue for some people who have less powerful PCs or laptops?

A per-user config file has been added in VRChat 2018.2.2 for control over a particle limiter. Check this out for more info: https://docs.vrchat.com/docs/avatar-particle-system-limits

It would be nice, having the option to either disable, or limit the amount of particles (maybe a slider like Second Life for limiting particles?). Because I think particles in moderation don't typically lag (even on my toaster laptop in VR which doesn't pass the Steam VR benchmark and lags at mirrors), and can add to the experience of worlds, so it'd be a shame if people completely turned it off just to avoid excessive particles or griefers, and then can't see things like rain or snow in a world.
