Separate friends from minimum displayed performance rank

Should be able to choose if friends are to be affected by the settings or have a separate setting.
Recently whenever you add new systems or update existing features you always fail to split them between Public, Friend and Local.
In most cases Public and Friend should be separate options as a user would most likely never want to hide their friends or would like to toggle it separately when necessary without affecting the Public avatars.
For example you have a tab/category in the base safety system for friends, why is there no tab in the performance page for separate friends or local setting like for the dynamic bone limiter. Related but not for the request, this Local tab could be added to visualise things like the fallback shaders and what your avatar looks like in game when that happens because then you could turn off shaders locally for yourself as an example.

Annoyingly, if I want to use the newly added optimization-based blocking features to improve my performance, I have to manually re-show countless friends by hand, one at a time. I can't even turn their dynamic bones back on unless I entirely disable that limiter, which is even more frustrating.
I want these things enabled, I just hate how restrictive they currently are, negatively impacting the people who deserve this harsh scrutiny the least: my friends.
Adding a toggle to Performance settings that allows friends to ignore these limits entirely would save a lot of time, hassle and frustration on both our parts, as I trust my friends not to lag my game, and want to see the cool things they make even if they're more intricate. When enabled, dynamic bone update rate is set back to 60 for all users who are friends, and their avatars are never automatically hidden, regardless of their performance impact as a whole.
