Having a parameter in the VRC_PortalMarker to pick the world's accessibility state would certainly be beneficial.
I can't find any reasons not to implement this, except maybe the fact that implementing things takes work, but that applies to all new features. So while it may take its time, I expect this to be at least accepted to be worked on at some point in the future.
