Can't load up the l-test client when first install

The game client will freeze on the blue void screen, when I install Windows into a new machine and try to play it in the new machine.
After I copy the localization assets from my old machine, it works.

For me that happening from around Dec 2024, but used to work couple of months ago. Not sure if it's the same or separate issues.

StormRel the l-test client is completely broken for now. I'm not sure the issue still exist, because I can't use it.
