[1549] Changing graphics preset (even to higher) mid-game causes some avatar textures to be extremely blurry

This started at least in build 1548.
Steps to replicate:
- Open VRChat graphics settings
- Change to a lower or higher preset.
Some avatar textures will become extremely blurry when changing the graphics preset to a higher or lower preset. No other graphics settings cause this. I have not found this to be affecting world textures.
Changing back to the original preset the game was launched with will fix the blurriness, but you cannot use another preset properly unless you fully restart the game, as the issue persists when changing/rejoining worlds.
Tested GPU: NVIDIA RTX 2070 Super
Tested driver versions: 566.03, 566.14
I also had a friend replicate this with an NVIDIA RTX 3080 Ti.
For easy replication, here is a public avatar where the effects can be seen. The blue on the dress should become blurry.

Reproduced here using Open-Beta build 1548. Using an RTX 3060, driver version 566.03. CPU is AMD 5800X. Windows 10 Pro 22H2, OS Build 19045.5131.
How to reproduce: Change VRChat to Open-Beta in steam. Start VRChat and ensure you're on build 1548 or 1549. Set the graphics preset set to Medium. Exit and re-open VRChat. Change the graphics preset to High. Change into the test avatar that OP linked. Look in the mirror or camera. The textures on the entire dress become blurrier.
It doesn't seem to matter if you're in VR or Desktop mode. Considering the diversity of voters systems, the system specs doesn't seem to matter too.

I'm able to replicate this issue on a 3080, it seems driver versions is irrelevant given it's diversity, but here is the specs:
Driver Version: 551.76

Tested this on build 1549 and replicated it with an RX 7900 XT. Driver version is 24.10.1.
