[1761] Debug Menu Tracking Space Option

The entire Debug Menu canvas should have a setting for changing the tracking space it resides in: Head, Playspace, World. This should act the exact same (or as close as possible) to the Personal Mirror Tracking options. The Personal Mirror is a great example of how it would be expected to act: Following Head, Locally attached to player, or plainly in the World (default).
Doing this would allow creators to keep the menu in view while traveling in a station, between teleporting, and anything involving movement to keep the logs in view.
This setting should be accessible outside of the Debug Menu canvas (like in the big menu or in a radial menu like Personal Mirror) so that tracking space can be returned if the Debug Menu canvas is inaccessible.

An example would be trying to use the debug menu to check logs while debugging a vehicle, or specifically like with NeoWorlds where the player may move large distances for what is perceivably normal movement in a secondary game world.
