At raves or similar events, a lot of users may have literally half of the instance on their friends list.
In these situations, we prioritize avatar downloads by distance to load the people we're talking to first. These settings help a lot! "De-cluttering" isn't enough reason to get rid of them.

Same. I mainly attend events in VRChat! I prefer to see the people I'm talking to, not necessarily my friends who make up half the staff!

I'm in an area that will continue to have slower download speeds than the rest of my country for the next few years so I want to be able to prioritize by distance, friends, and download size. And bonus points for giving me curves for them lol
If they absolutely had to de-clutter the UI, IMO instead of toggling it to one option and leaving it they should have created a dynamic way for it to switch like comparing how many friends are close by.

this is just plain and simple a stupid change. No reason to remove besides "de-clutter". make it a a dropdown to swap between "prioritize friends" and "prioritize by distance", problem solved.

Just because most people don't use something doesn't mean it's useless or unimportant. There's no reason to remove this entirely instead of just moving it to an "advanced" category or debug or something.

To clarify, it's being reworked to only prioritize friends at all times, or at least that is how I understand the patch notes.

Absolutely, this is especially a major issue for mobile platforms.
Quest 2 can’t load full instances of avatars anymore, so prioritizing nearby avatars is critical. The download priority made sure the closest players loaded first, which made a huge difference.
This was a lifesaver, and still matters even on Quest 3. Most of the playerbase is on Quest, so removing this hurts a majority of users.
