[1833] Duplicate moderation report notifications

After an avatar moderation report got closed, I got 2 of the same notification at once. This happened several times. There should only be 1 notification for 1 avatar report

This is still ongoing. Typically, action taken = 2 notifications, no action taken/"investigating" or warning = 1 notification, from what I've observed.
Very often, reports > 4 months old are either 1 or 2 notifications.
