Add world SDK functions/events for the thirdperson camera.

it would be very useful to add some form of methods and/or events to keep track of the thirdperson camera and allow world creators to adjust world behaviors depending on thirdperson camera state.
Maybe something like VRCCameraSettings.ThirdpersonActive(bool) and VRCCameraSettings.ThirdpersonDistance(float) perhaps?
