[Build 854] FBT Neck Stretching

In Open beta build 854, when using an avatar that does not have the "neck fix" applied to it, if you lay down, the avatar's neck stretches awkwardly. Strange stretching can similarly be seen simply when tilting the head while standing upright.

When proper weighting is completed, this is minimized. It is difficult to remove it completely when you're in certain poses, so it is still possible for this to occur. This isn't really something that can be worked around-- its an issue with attempting to "make up" data we don't have (chest tracking position).
However, due to it being reduced in 856, I am going to call this Complete for now.

Improved in 856 to a degree. This is like the other "back bend" issue-- if we tune the values too far one direction, we run into issues (view ball being incorrect). If we run too far the other way, we get things bending when they shouldn't.

ed: You probably don't want to use X/YBot as those don't have morphed meshes. Maybe Unity-chan?
