Opening VR Dashboard disables hand-tracking

When opening the SteamVR dashboard (and possibly VR dashboard on other platforms) hand-tracking becomes disabled, or rather frozen in place.

When steam menu is launched controllers in game freeze as if they've disconnected, this hasn't happened before this build. I asked in the discord if this was intentional and it doesn't seem to be so I'm gonna report it as a bug.

Currently on live, when you open the SteamVR overlay, controller tracking still functions. However, I have noticed that this beta now behaves like much older versions of VRChat (Pre-IK 2.0 i believe), where when the SteamVR overlay is active, all controller tracking stops, including valve index finger tracking, position, and rotation.

Also noted that when using regular controllers (at least in half-body), arms drop down to your sides. This has always been the case though. :p

Just as an additional context, this isn't referring to the specific SteamVR change regarding to when the SteamVR keyboard is open.
