a debugger that checks whether what the SDK says is an actual fact or if it is hallucinating issues.
for example
sometimes when i upload a world on PC it tells me that the maximum is 100mb

It sounds like you're asking for a system that automatically identifies bugs - which probably isn't possible. Please let me know if you have any additional details!

apart from that one example i wrote in the post, there is also something else that happens, sometimes i can use particle shaders on quest, but some other times i can not. this could likely be checked with a debugger or de-hallucinator.
1 issue can be solved easily.
sometimes the VRCworld prefab breaks, and all it takes is replacing it with a new VRCworld prefab which could be done automatically every time it breaks, and when it gets replaced it could retain the data of the previous VRCworld prefab.
sometimes it can take 1 single world upload to break the VRCworld prefab that is in the worlds sdk 2022.
sometimes when i try to upload a world it takes 20mins compute and then it doesn't do the actual uploading part, but if i retry and i reload the SDK first then it correctly uploads it.
sometimes i try to upload a pc avatar on pc and it tells me that i can only use VRChat/Mobile shaders, this could likely be re-checked by the sdk instead of having to close and re open unity, it would be so much better!
