Add 3P Camera Collision LayerMask setting in Scene Descriptor

Please add a LayerMask field in the VRCSceneDescriptor to set custom layers for 3p camera collision.
This would be similar to the Interact Passthrough field, but it should be a new separate field.
This would fix the following issues, which can be merged:

That first one actually
shouldn't
be merged; it has nothing to do with layers, I think it's about non-convex colliders. The other two issues can be merged into this one.
