Add a point of view constraint component.

Could we add a type of constraint that would specifically be following the point of view of a player. Movement is limited for bones but not for the input. Example, you can move you mouse 90 degrees up but the neck and head will only move 50 degrees maximum. This makes any object constrained to the head not accurately follow the point of view.
This is also true for VR but requires much harder movement to be noticeable. In desktop, parenting any physical object to the head also makes it bounce (move up and down) as you walk or run.
I believe that this feature would be very usefull for anything that needs to follow your Point of view accurately.
I can go in more detail as to what I want to do with the feature but this is a quick post about a feature I would love to see implemented.
