Terrain not affected by lightmapping

Unity terrain not affected by lightmaps in VRChat. In Unity editor terrain looks correct but in VRChat lightmaps on terrain are missing.
Made a test world: terrain and cubes are static, directional light mode set to Mixed. Point lights mode set to Baked. Lighting mode set to Shadowmask. Realtime GI disabled.

As of current live build terrain still has issues. Using the work around light can still bake. But grass is still black in VRChat. (Baked using bakery)

There are two more bugs that seem to all be down to the same root cause:

Should be fixed by including terrain shaders and making sure lightmode variants aren't stripped during building via this setting:

Found a workaround - make a new material with Terrain/Nature/Standard shader and assign this material to Base Terrain Material in terrain settings. This will also make fog working with Terrain.
